HOW TO DEVELOP WORKABLE GOVERNMENTAL POLICY IN THE 21ST CENTURY WITHOUT HITCHES.

It is expected that a fast growing civilized sets of people living in a particular society must be able to Know When and How a policy draft is to be implemented to avoid living in a backward and stagnant undeveloped society in the 21st century where experts will not be able to differentiate between the uncivilized and civilized persons in the society. The KNOW stems from the ability to understand that the society is ripe for the policy and the WHEN is the ability to determine the facts within the available socio-economic development context that the people are willing and prepared to adopt and adapt to the new policy program. And the HOW produces the framework for the necessary structure laid down to defend the public policy and incorporate the people's natural development in to the new policy draft system, where the former laid down rules and norms would not affect negatively or co-exist with the newly presented policy reforms. Societies  must not always adopt imported policies without adequate consideration to for-tell its impact in the society's future.

The old policy system and its structures has a way of nullifying and strangling any new attempt to develop and promote new ideas for the advancement any society. And before the new policy draft is fashioned out, a lot of work must have been done assiduously on making the policy draft to suit the traditional values of the people it is meant to develop. New policy draft suffers non implementation in many underdeveloped countries because many policy draft do not go through the experimental stages and whenever new policy idea is allowed to be used for experiments among people and it was discovered to be of great advantage, that is when it can have minimal reasonable advocates among the officials of the old order but yet many among them will see it as a threat to the existing practice or as  non-workable policy. And in an attempt to discard the new policy draft for non implementation, the operators of the archaic policy will be willing to incorporate some version from the new public policy draft into the old existing policy to cover up the lapses in it to deceive the entire population.

What happens on the short run to the versions hand picked from the policy draft, is that it will be tampered with to suit the old program and it will not be effective because the employees do not understand and can not comprehend what the desired result is all about. It can be attributed to be because the initiative was not conceived by them and the necessary tools for its efficiency has been left out. These are the reasons why public policy fail consistently. Societies are not to be enacting policies into laws based on short term contingency plans but rather develop policies based on education and enlightenment of the people over a period of time.

An example of this is allowing a particular Micro heterogeneous locality and another homogeneous locality within the larger Macro heterogeneous state to develop and adopt the policy as a way of conducting a research at the initials to discover the response of the people to the policy and verify the outcome if it will suit the larger society. If the results are positive, it will be those populations in other geographical areas of the territory that will be requesting for its adoption.

For other population to accept such policies, officials or government agents working within the establishment for the promotion and execution of the policy must be institutionalized and not personalized. Institutionalizing the officials simply states that the institution is greater than any personality who might be willing to affect the flow of the operations in the organization negatively by setting it off track, the modus-operandi of the stated policy by the organization is and must be the scared law that every person must abide by and every individual within the organization is expected to study it and inculcate the knowledge for the proper implementation and consistency of the program. It must be devoid of  nepotism,political interference or social sectionalism, everyone who works within must be sourced from every section of the society and it must be independent from the control of politicians to perform its duties.

Consistent research, projections and drills must be applied when the policy is being executed, this is done to know what the future impact of the policy will become in a changing social environment and through its consistency officials will quickly manage the response of the people and understanding their feeling towards the program and its efficiency or inefficiency in response to the welfare and the security of the people.
